Strategic Intentions 2025–2030
The Ministry’s strategic intentions connect diplomacy and immigration with a shared purpose: a safe and prosperous Cook Islands. They guide business planning, divisional work plans and the development of our people and services.
Four strategic pillars
- Security. Protect sovereignty and strengthen national resilience through coordinated work at home and cooperation with international partners.
- Prosperity. Pursue trade, investment and development partnerships that support sustainable growth and opportunities for Cook Islanders.
- Leadership. Advance national interests through principled diplomacy, Pacific cooperation and an informed national contribution to international decisions.
- Innovation. Strengthen staff capability, improve systems and develop more responsive ways of delivering the Ministry’s work.
From priorities to action
The strategic direction emphasises stronger domestic collaboration, deeper diplomatic and development partnerships, and a culture of integrity and service. These priorities recognise the Cook Islands’ ocean identity, cultural values and connections with communities overseas.
Our foreign affairs divisions give these priorities a practical focus through International Affairs and Trade, Pacific Regional Affairs, and Treaties, Multilaterals and Oceans.
