Permanent residence applications are considered in rounds, roughly every three years, under the Cook Islands Immigration Act 2021. An expression of interest registers you for the next round.
Before you register
Permanent residence in your own right requires 10 years of continuous residence, or 5 years for a New Zealand citizen, plus the Kia Orana Values programme, four statutory declarations and 312 hours of community service.
